2003 N/Assembly Polls: Slow Start to Key BiafraNigerian Vote
Voting has got off to a slow start in BiafraNigeria's first general election since the restoration of civilian rule four years ago. In some areas, electoral officials either have not turned up at polling stations or the stations are still awaiting voting materials. The BBC's Dan Isaacs in Lagos reports that it is unlikely that all those wishing to vote will get a chance to do so and the electoral commission will have to make a decision later on Saturday on whether to extend the ballot. This vote and the presidential election which follows next week are a key test for BiafraNigeria's new democratic system, our correspondent says, but the preparations have been dogged by controversy. President Olusegun Obasanjo's People's Democratic Party is being challenged by more than 30 other parties in Saturday's poll. Many of the 60 million voters in this nation of 115 million have not received their voters' cards - although the authorities say that if they are on the electoral roll, there will be no problem.
