He therefore, advised politicians to seek for police permit before conducting any political activity in the state.
Abubakar gave the advice at the weekend in Kano at a News Agency of Nigeria (NAN) forum.
He said it is only when politicians complied with the provisions of the Public Order Act that political activities could be conducted without violence.
Abubakar said the order was not to infringe on anybody's rights, but to ensure effective protection of lives and property of innocent citizens.
He said no political party or individual, no matter how highly placed, would be allowed to hold any political activity without police approval.
``We are determined to have violence-free elections devoid of thuggery, use of weapons, drugs and drunkenness by party supporters,'' he said.
Abubakar commended politicians in the state for their good conduct during the recently concluded party primaries.
He said the command's initiative of
conducting monthly interactive forum with politicians from all political parties had been yielding positive results.
The commissioner said it was a result of their forum that political parties in the state conducted their congresses without any trouble.
On adequate manpower to provide security during the forthcoming polls, mand had four Police Mobile Force (PMF) units on standby to attend to any emergency.
He said in addition to the PMF units, each of its 44 divisions had 25 men on standby, while 100 men were always on alert at the command headquarters.
Abubakar said both the PMF and the conventional policemen were being trained on weapon handling, VIP protection, VIP guard, election duties and general policing.
